Conditions for Turkish Citizenship By Real Estate Investment (2025 Updated Guide)

Minimum Investment Amount

  • Applicants should purchase real estate worth at least USD 400,000 or the equivalent in foreign currency.

  • The property must have condominium ownership or construction servitude or be land with an existing building.

  • A restriction to prevent sale for three years must be placed on the title deed.

  • Alternatively, a preliminary sales agreement executed before a notary is acceptable, provided the full amount is paid in advance.

Eligible Property Types

  • Residential, commercial, or land properties are eligible.

  • The property must be registered as an independent unit in the title deed.

  • Agricultural land and undeveloped plots are not eligible for citizenship purposes, anymore.

  • Timeshare properties are not accepted within the scope of citizenship investment.

Property Characteristics and Number of Properties

  • There is no limit to the number of properties that can be purchased.

  • The total investment amount must be at least USD 400,000.

  • Joint ownership (shared title deeds) among foreigners is not accepted anymore.

  • The same property can be used only once for a citizenship application.

Conditions Regarding the Parties

  • The seller cannot be a first-degree relative (parent, spouse, child) of the applicant.

  • Properties transferred from foreigners who have already acquired Turkish citizenship within the last 3 years are not eligible.

  • Properties owned by a company where the applicant is a partner or manager are not eligible.

Financial Conditions

  • The payment must be made through a Turkish bank.

  • The purchase amount must be sold to the Central Bank of Türkiye (CBRT) through a local bank, and a Foreign Exchange Purchase Certificate must be obtained.

  • The amount in the official deed, valuation report, and bank receipts must each independently meet the USD 400,000 threshold.

Required Documents

  • Real Estate Valuation Report (must be obtained via the TADEBIS system; valid for 3 months)

  • Foreign Exchange Purchase Certificate

  • Bank Receipt (showing the payment made to the seller)

Commitment Requirement

  • The buyer must declare that the property will not be sold for three years.

  • This commitment must be recorded on the title deed.

Ineligible Situations

  • Jointly owned properties are not eligible.

  • Transfers between relatives are not eligible.

  • Timeshare acquisitions are not eligible.

  • Undeveloped land purchases are not eligible.

  • Investments below USD 400,000 eligible.
